2009 Impala stopped accelerating, power steering locked and now will not crank.

I have a 2009 Impala with about 147K miles.  When my daughter was driving home last
night, she said she heard a noise and then the car wouldn't accelerate and then the power
steering went out.  Fortunately, she was a few blocks from home a was able to coast in,
but couldn't turn into the driveway.  This AM, the car will not crank.  On first turn it
sounds like it's going to crank (even when your quit turning the key).  Diagnosis anyone?  
And how much is this going to cost me to fix?

A guess, but she probably heard the serpentine accessory drive belt coming apart and it shouldn't be too expensive to fix if you just need a new belt. Sometimes when they break they can do damage to other items? If they belt broke because one of the pulleys the belt goes through in its circuit locked up, you could be looking at higher cost.
