97 Sebring problems coupe 2.5L

My mom had a 97 chrysler sebring coupe  
2.5L and  as soon as i start the car.the
engine is going full throttle like im mashing
on the gas pedal. I took the throttle body off
and cleaned it. With throttle body clearner.
And got another 1 from the junkyard. Still
does the same thing and now the belt has
twisted on the pullys...and this was the
wrong belt for the car anyway..does anyone
have any idea about  what is going on..I
would greatly appreciate it.

I once had that happen to me turned out all that was wrong was under the hood where u can press the lever to rev it up or whatever, the liiiiitle tiny chain holding it in place somehow got wrapped over the throttle release and was holding it and full throttle. Check that maybe?
