Take the lighter out of the socket and see if it still blows a fuse. There is a short somewhere.

The lighter wasn't working when I bought the vehicle, should I try replacing it to see if that may be an issue. I have checked every other fuses related to this fuse and the relay, all or good. I even tracked the wiring on the traction control to a point because I heard that could be an issue with its on/off position. Still blows the fuse each time I engage the ignition..

Did you try just keeping the lighter out of the socket? Also the socket that the lighter goes into could be bad itself. If you can unplug the wire to it and try a new fuse.
