diagnostics shows code for catalyic converter effiency bank 1 they say change converter but its not showin symptoms of being bad its using alot of gas what else could it be?

There could be a sensor misread in the engine management system, a "live data" test will tell them that. Are you using a dealer or an independent shop? This older car you can use cheaper and a lot of times better independent shops.
