Car overheated and wont start

The water in my car had frozen due to low
temps 14 degrees.  I was driving down
highway and all of a sudden the temp gauge
hit the red the went back down to cold. My
heater was not blowing hot air. The car
started loosing power I got off the interstate
and it died. There is oil all under the car. Now
it turns over and sounds like it wants to start
but it won't start
