As you're asking about low speed noise, I'm assuming you're talking about the Pedestrian Alert System..... As of September 2019, NHTSA has required that all cars with electric or hybrid drive trains emit a noise when going under twenty miles per hour. so the question isn't whether you can quite the system; the question is whether you want to leave yourself culpable for a person's injuries and financially liable. Lets say that you reduce the sound level and then hit someone, even if it's only a tiny bump. He reports this to your insurance company and maybe even the police, where he claims that he didn't hear a sound. You get investigated and they find that you reduced the noise that's required by law. Your insurance company denies you coverage and cancels your insurance, so you're on the hook for the pedestrian's medical bills, pain & suffering, and punitive damages. The Federal government through NHTSA then fines you for messing with required device. The police ticket you, and when this gets to the DMV, they might even revoke your driver's license..... So if you don't mind all those ramifications, then look into it. But no responsible person will help you or even be able to give you advice as to how to do this.
