Why do the headlights and parking lights
go on when the brake is applied

Sounds like an electrical problem check your fuses?

If it is while you are driving, then maybe a wiring issue where the circuit is completed and the wire touches with the forward momentum of the car. If it is when you are idle, then it has to do with your wires being crossed with your brake lights somehow.
