Need to know what part is called on radiator.

My engine gets hot but no steam, I was told it
was a plastic piece on bottom of radiator that
has melted before by previous owner. I need
to know what that piece is called.

check the coolant level and try a new thermostat , or pop the hood when it gets hot and see if the fans are on , if the exhaust is whitish and there's goop under the oil fill cap it may be the head gasket but only some testing will confirm that .

that is probably the drain cock.... if it melts, the ballasts are in bad shape too. a bad thermostat causes low engine temperature and should be replaced.
