Is it policy for Dealers to not give buyer's orders?

Why is it so hard to get the Dealers to give you a buyer's order? The car I want
I rented and drove for two weeks, I have my own financing thru work and every
dealer wants me to come to the lot and take a test drive, even during a
pandemic! What's up with that?

Not taking a test drive first is foolish.

Read the ENTIRE statement. And I'm buying a new car! If I were buying used, then yes, I would take the test drive...I also have enough sense to wait until the pandemic is over.

You never said you were buying a new car but still not a good idea. Shop around, some new car dealers are offering buying over the internet and delivery. If you wait for the virus to go away you may be dead from old age but this is your choice.
