Horn blaring when negative battery terminal hooked up

Question type: Maintenance & Repair

Car battery dead.  Unhooked to charged.  
When battery put back in car and the negative
terminal hooked up, Horn blares and car won't
start.  Also, We Did the whole key fob thing
and it doesn't work.  Help!!!

You may need to let dealership take care of it. Your security system/bcm may need to be reprogrammed? My info talks about program card and scan tool.

Was really hoping to avoid that. We are on a super super small budget. But thanks for an answer
