Not getting any gas

I have a 2001 Mitsubishi Galant ES 2.4L, I
went to start my car and it was turning over
but would not start. Used starting fluid and it
started right up. Replaced my fuel pump and
still having the same problem so I checked the
relay in my fuse box, and the fuse box is
making a clicking noise. I can’t figure out
which relay is making the noise. Any
suggestions other than checking the fuel
filter?
