Will the roof  rack bars off my 2013 Exploer fit on my 2019?

I doubt it but just call your Ford dealer. If the same part number shows for both, you are in luck.

Does the 2019 Explorer have roof racks already? Here is your problem. Roof racks are attached to the roof of the vehicle via a threaded insert into the sheet metal of the roof. There may be four or five inserts on each side. You strip out the screw on one, or the insert comes out, then you have a quarter inch hole in the roof where you can actually see the headliner material underneath. I suggest you leave the 2013 alone (to avoid major problems during removal) and pay a professional to install ford roof racks.
