1999 Mercury Sable has trouble starting

I have a new Starter and Im pretty sure its fine. Sometimes when getting in I
try to crank it over and it doesnt do anything like it has a dead battery. I hear it
try crank the starter sometimes but I also notice the battery is just fine.. its
weird.

ADDITION: Interior lights sometimes come on, sometimes I get lights on instrument panel and wiper blades go into action but no start. I have to sometimes fiddle with the trunk pop button over and over till the trunk pops open, but still no start. I can also hear a clicking sound sometimes in the steering column area.
