Where would I locate the fuse for my power
windows

Try fuse box to left of steering wheel numbers 11 27 and 38. These all control the GEM module.

I have a similar problem on our 2003 Sable. All fuses are good, but I have power on fuses 11 and 27, and I have ground on fuse 38. is this normal?

You should have power on all fuses and on both sides of fuse. One side and not the other and you have a blown fuse or wiring issue in or under fuse box. Some fuses have to be tested with ignition on.
