passenger rim ground thru on inside

The passenger rim has a grind mark all the way around it on the outer part of
the rim that has gone thru the metal and caused a flat. I changed the tire and i
see the same wear mark on it in the same area. What would cause this i don;t
se anything obvious

if the wheel has metal worn away to cause a flat, I would be looking to replace the rim. Post a photo of the wear mark. Is it on the wheel or tire?
