Dashboard Lights not Shutting Off

The cars dashboard lights inside the car will not
turn off when the key is out of the ignition... there
will be a beeping sound when I open the door until
it is closed.

I have a Ford ka, the battery keeps going dead. I put new battery on and now when I turn the car off dashboard lights won't turn off and central locking won't work
