Yes, It just means that your Rotors are bad or going bad I am having the same problems with my 1993 ford explorer get your rotors fixed and you'll be good. I'm getting mine fixed this week. I hope this helps.

1998 ford explorer sounds like the same problem, when braking to a complete stop engine rpm raises up to 1200 - 2000 RPM. (full stop) Remove foot from brake pedal re apply brakes quickly and idle drops to normal 600-800 RPM. This is not a constant problem with every stop. could this be from a loss in vacume?

when applying the brakes if you have a vibration, this could mean that the rotors are not true and should be resurfaced or replaced. Have the rotors and pads checked before replacing.

check the hose that is on the plastic valve that is in booster for cracks or the valve could be bad.if so easy to replace ,unplug hose pull old one out push new in rehook hose.can get atany parts store in help section.other poster is thinking abour warped rotors,it will shemmy in steering wheel when on the breaks, that is not your problem.

Mine is a 2007 Ford Explorer. New rotors and brakes. It just did a power surge today. Scared me to death.

nothing to do with brakes. my 2005 explorer does the same. Going to cause an accident. will have to sue ford.

It has happened 4 times with different people driving. Step on brake and the engine revs and car surges forward. Happened today at intersection. car ended up in middle of intersection. Let up on brake and car continues to roll forward. Step on the break and it surges forward under power. Should be a investigation by ford and a recall.
