My 1999 Ford Escort fan works but it will not come on when it gets hot what could cause this?

My car was getting hot so I pulled over and realized the fan was not coming on. I checked it with some jumoer wires it works fine. It just will not come on when it is plugged in like it is supposed to. All i see going to the fan is the plug and the relay is good.
