Check the fuel pressure, sounds like a weak fuel pump.

It's a brand new pump and a brand new filter. It ran until my cusin parked it about a year ago and I now have time to work on it.

Check the electric choke. See if it is closed when cold and slowly opens up fully which doesn't take very long.

Could just need a cleaning or adjusting.
