70,000 miles for $11,500. Is that a good deal
and is the mileage too high?

no, it is not a good deal, in 2018 bought a 2016 cruze with 22,000 miles for 11,000.

Try kbb.com. If you finance it for 5 years consider how many miles it will have on it by the time the loan is paid off.
