Idle compensator reauirements for California

I have a 1976 pontiac pontiac formula
400 with the pontiac 400ci. Engine and
4bbl.quadrajet is the idle compensator
required

The purpose of the idle compensator is to burn excess fuel fumes when the engine is hot. I have little doubt this would be required in California. I have no idea if a smog tech would catch this or not.
