My 96 Honda Accord wont start after I put in a brand new starter

please elaborate , does it turn over ? does it click ? make sure batt terminals are tight
The starter is brand-new not a rebuilt and no it won't turn over it just all the lights turn on and it makes a click that's it
No it doesn't turn over it doesn't start all the lights turn on and it makes a click noise and that's it I text you
