Car wont start

I have a 2012 Hyundai Accent.  I was driving on wednesday in the rain on the
highway and hit a pretty large puddle. I didnt realize it was as deep as it ended
up being.  I could hear the belt slipping and the car died.  I tried to start it back
up and it sputtered like it was trying to start and just died. When I tried again, it
just clicks like the starter is dead.  I fully charged the battery and no dice. I
assume its the starter at this point. I check to see if I can move the engine by
hand before I replace the starter.  I pull the spark plugs and try to pull the belt
by hand and it wont budge an inch.  This leads me to think its hydrolocked.  
Should I just replace the starter to eliminate that possibility?Or is there another
step I should take first? i would hate to replace the starter just to find out the
engine is shot.

Oh, I should mention the check engine light came on that day as well. I checked it when I got home(after being towed) and the code is p0014

Update: went to replace the starter and have to take the intake manifold off to get to it. Water everywhere.
