Why when it's cold out does my car make a sound with snowflake blinking

This morning its 35 and when it gets
colder my car does a ringing noise why?

That info is in the owners manual. It is a good read. That is the icy road warning alerting you that there may be slick spots due to the temperature getting near freezing at 32F.
