won't start

it'll click but not turn over, battery is
strong, posts clean and snug.  the
steering wheel moves tightly but
usually is in a locked position.  
here while back was started and
when beginning to move the
steering wheel was as if no power
steering fluid in it.  turned off &
restarted was fine. 2014 not 2015

If battery is 4 years old or older it's time for a replacement,also check the power steering pump make sure it didn't lock up.
