I press the brake pedal and it act like the brakes freeze, the it is like the pedal has back
pressure on it then it will stop what is wrong with the braking on this van

If I had to guess, I'd say the master cylinder is having an issue. It could be off center or it could just be going bad. That is quite the old car.
