What are legitimate charges, and what should be included in the car's price?

I asked a dealership for a quote on buying one of their vehicles.  They had
just under $2,400 in unexpected fees added on.  They had just under a
$1,000 PDI/Recon fee, then just under a $1,400 fee for accessories which is
basically ceramic treatment on the paint plus a warranty.  Since I am well
over 1,000 miles away from the dealership, I have concerns about being
able to use their warranty.  Anyway, shouldn't these items be included as part
of the price for the car reported on CarGurus.  Do these fees differ between
states?  I don't think I've seen them on previous cars I have bought including
a previous one I found on CarGurus in a different state than this one.

I was expecting fees relating to processing, titling, and state taxes. I did notice the additional unexpected fees were figured into the taxes.

$2,400 in tacked on fees above their sale price is greedy, and I would walk right out the door on that place. Tell them to get bent and go find a local place or at least one with a good reputation. They were hoping to sock it to you by slipping those in under taxes. BS. In fact, forget walking away from this one, RUN.

I used the USAA car buying service to make another offer. Those extra fees went away, and they got me a discount beyond on top of everything else.
