4 wheel drive wont engage in the front replaced the actuator

2002 envoy.wont engage to 4wd light says it in 4wd and you can heard it click but won't go in 4wd would that be the transfer case motor?

I just replaced the transfer case motor AND the switch, and still no glory (yes I already checked the fuse)
