Strange fuel injection problem

I have a very rusty 95 Geo Tracker with fuel injection 24 valve engine.  The
fuel pressure is apparently too low (10 psi) for it to run more that 5 seconds.  
Code system unknown. It runs if ether is squirted into the air intake. What is
the "fuel pressure regulator" mentioned here. Thus- I may still have a partial
plug in the repaired fuel line. Gas tank was taken out to repair hole in top
and for new pump.. .and this not checked!

Sorry I meant 95 Tracker lsi fuel inj.16 valve engine, purchased used then installed. NOT 8 valve.

    Not getting fuel, new fuel pump didn't help. Clicking under hood that wasn't there before. Rotated fuel pump relays and tried another ecm, still no start.
