Ford F250 International Deisel

Yes the engine is free I rotated it with a wrench. I do have a multi Tester, along with an OBD & OBDII Can, I'm thinking the ignition switch. Just changed all the grounds and it shows 13.5 volts everywhere but when trying to start the voltage at the starter is dropping to 0.40 volts. just doesn't have enough juice to turn the starter but every thing works fine Customer said it started to get sluggish then just did not turn over all at once.
