Ford F250 7.3 International Deisel.

Question type: Maintenance & Repair

Will not crank. Changed solenoid, Neutral safety switch, Water in fuel module, starter, Bad battery,+ battery cable, Voltage regulator, Two circuit breakers, All fuses are good still will not turn over. Tomorrow will change bad ground cables. There seems to just not have enough juice to turn the starter, it will engage but will not turn over. The starter was changed today still at a loss on what's wrong. Any input on this, open to suggestions .

I have a multi tester and an OBD & OBDII, The engine is not froze up I can turn it over by hand with a wrench. I'm leaning more to the ignition switch now. What do you think?

There is power to all parts even the starter Just when the ignition switch is turned to the start position the voltage at the starter it bottoms out to 0.04 volts.
