Which lights, headlights, interior, all? Possibly a loose wiring/ground connection, or alternator can be the culprit.

And not when engine off? A bad diode in the alternator will cause an AC voltage at the battery. if you have a digital volt meter with the AC volts setting you can test for AC at the battery
