86 22re no power but headlights work.

86 toyota pickup. no power on dash starter wont
turn over. no radio.  ive replaced main fuse and
ignition switch. i tried hitting on the main relay but
still nothing. any ideas? the asshole that stole my
truck made off with my tool bagand multi meter so
im kinda screwed right now cause i dont really
have money to buy one.

U have a problem with the wires from your battery to your ignition starter,,
