On a new car destination charges, which are not negotiable, must be paid by the buyer. Along with title, and registration fees which also must be paid on a used car as well. Of course sales tax, if applicable in your state. Some dealers charge a "prep fee" which is usually just a fancy name for a detail job. In NJ if a vehicle is less than 10 model years old AND has less than 100,000 miles on it the selling dealer is required, by law, to guarantee that it passes NJ motor vehicle inspection. So do not pay an inspection fee! If it fails the dealer is required to fix it free of charge. HTH. -Jim
