lost my key drilled ignition got a regular key with no chip and it turns over but
won't start lock Smith said he can't program a key with chip because the
alarm is engaged so what do I do?

Since you totally F'd it up you are probably going to need to take it to a Dodge dealer.

At this point the repair is probably going to be more than the car is worth.
