how do i remove plastic cover under radiator

the plastic shroud underneath radiator & fan, which is to protect underside from road dirt
etc..  it has the removable screw cap to replace the filter.  i need to remove it. please
explain how it is attached.
& how to remove it

did get cover removed.. now i need to find the two drain plugs that are on the engine block, both sides.. supposedly 1-2" above oil pan.. have been attempting to find it for hours now.. can you help?
