how do I check the horn

My horn doesn't work. The fuse is good. How do I proceed to diagnose, or
should I just spend $20 and take a chance that its the relay?

Locate the horn and check for 12 volts while somebody honks it. If no power to the horn is found then the horn is likely okay. Problem could be the horn relay, the wiring, the horn, the horn switch, a fuse or the clockspring.
