That one's easy. The answer is hiding in your question. If the fans don't come on at low speeds, there is little heat exchange at the radiator and the coolant gets hot and can't cool the engine. At high speeds, the air flow is plentiful and fans are off. Go to the under hood electrical distribution box and check/replace yellow fuse cartridge #J19, rated 60 amps. If that's not it, your fans run hi/low on a coolant temperature sensor, and possible a relay. The fan motor itself may have failed but check the fuse first. Tell us what you find.

I checked fuse and tested fan at shop tested good so I’m not sure what relay it would be but I know it’s a fan not running issue
