Chevy Spark. I assume OP means new car, question would make no sense otherwise lol. Although they do ask for lowest cost AMERICAN car, the spark may be a Chevrolet but it is made by GM Korea and imported. The Nissan Versa (has held the title of cheapest new car for several years) may not be considered an American brand, but it is made in Mexico, so technically part of the Americas, maybe that is the better answer...?
