Do I need a new transmission?

2004 Sebring will not shift into higher gears and
runs higher RPM’s. Advise?

That transmission in your twenty year old Sebring is long past it's expiration date. You might try to get it serviced because filthy fluid can cause this. But I'm guessing that all the seals have long ago rotted away and sludge is all that's keeping the trans from spilling its guts all over the road.... BTW, a transmission replacement will eat up half the value of the car.
