rag top is broken

The top goes down but it won't come back up. Could it be a fuse or rust.

The switch is the most easy check, then fluid in the lift system may be low, and if this is the case, there may be a leak. The lift cylinders and lines should be examined. You did not say whether the pump runs or relay clicks when the switch is pressed for raising. If it does, fluid is definitely low. Use dexron ATF and a turkey baster once the leak is corrected. It is a messy and involved process.
