One of two 1994 Cadillac Fleetwood radiator cooling fans works

I have a 1994 Cadillac Fleetwood Brougham, with two radiator cooling fans. The
passenger-side fan works as expected, but the driver-side fan does not run. The fan
motor was tested directly against the battery and it works fine, checked all of the fuses
and they are fine, checked power supply to the relay contacts, and there is power,
checked the relay itself and it works fine,  checked the water pump Temp switch and it
was OK, Also, the AC works just fine, there is no dash-light for "check engine", but the
fan will not run. Where do I go from here.

near as i can determine a/c controls second fan when hi pressure occurs in extreme heat (texas)
