why would high beam not work

Hi hubby high beam not working. changed wire harness. and checked fuse. changed fuse. still not working

https://ibb.co/fYRnCfh The diagram should be for hi beam. See the fuses, use a test light to check voltage at fuses, headlamps on hi beam. You can see that relay, you can't remove it, by the way. The multifunction switch signals the bcm about hi beam then the bcm grounds the control side of relay. I saw a trouble code for hi beam. to check codes, you need an obd2 code reader that will work with your vehicle and read manufacturer specific codes. The code I saw was a B type code. If the link for wiring diagram doesn't hi-lite, type into address box.

The 'flapper' in the projection tube isn't working properly...there's only one bulb for high/low, the 'flapper' simply directs the light at a higher angle...there is no separate high-beam bulb.
