AC stopped working then started again but blows really low at max what can cause this?

Ao the AC just stopped working 2 days ago.
First thing i thought was blower motor gave
out so i bought a new one and replaced it
nothing changed. So i thought maybe the
resistor went bad so i changed it and again
nothing. I had everything pulled apart for 2
days and put it back together today and all
of a sudden it turns on now. But with the dial
at max it barely blows ac out. What is
coming out is cold ac and it sounds like its
blowing hard but barely. What can be
causing this?

Yes i can change where it comes out of perfectly fine. But its just a faint amount of air. The blower sounds like its blowing hard
