I have a 2003 Chevy Tahoe with a 5.3 engine, run cold in the winter

I have a 2003  Chevy Tahoe with a 5.3 engine, during the summer it runs fine
with the temp. at 210, never hotter, the winter is a different story. I replaced the
thermostat with a factory replacement and i have to cover the full rad with
cardboard and drive 30 min before it even hits 180 . Not sure what is going on,
help !!!!.

It was doing it before the thermostat was replaced ( that's why i replaced the thermostat ), besides the thermostat and the housing comes together, you can not remove the thermostat from the housing. I have talked to the Service Manager at a Chevy garage, he has never seen that before. He wants it in during the winter to work on it lol

I have had it to a few repair shops, including a Chevy Dealership, no one has been able to figure it out, So i posted here to get a broader range of people to think about it.
