THE VEHICLE STAYS IDLING AT 3000 RPM WITHOUT ME ACCELERATING ON THE
GAS , AND WHEN I STEP DOWN ON THE CLUTCH ???

Sounds like a vacuum leak or a bad IAC (Idle Air Control) valve. Could also be a stuck throttle cable or misrouted vacuum line jamming the throttle linkage as well. HTH. -Jim
