Difficult to get in and out of 4WD

While moving, sometimes it goes into 4wd and sometimes  it doesn't. If it
doesn't, it will if I down-shift or stop. Other times I have to stop and put it in
reverse. Usually, switching from 4wd to 2wd it makes a loud thunking sound.

Also, just changed the actuator and no change.

Sounds like there is a problem inside the transfer case, possible bad bearings and that is making the gears to run out of line thus the hard to shift in and out. You might try draining the fluid and look for any shinny things in the oil, if you see some then you know for certain that the transfer case needs work.
