I have a question about my 4 wheel drive

My transfer case whenever I lock it in its
sending power to my actuator and my
actuator is pushing out but my differential is
not locking in when the actuator is out I can
easily push it back in by hand does that mean
my actuator is going bad or is bad it's not
pushing out hard enough to lock my
differential in
