IF the car gets lifted up for oil change and someone puts the car in drive and push the gas pedal, would there be a time that the velocity meter will start to mark zero and the tire RMP’s will be above 3 or 4 K?

I don't fully understand your question but tire rpm's will never be 3 or 4k. A 14" wheel with an average tire profile is about 800 rpm at 60mph.

The problem is that the car left me at the freeway, took it to the mechanic and they lift the car and started running it in the air, the same problem occur that he was running by hitting the gas pedal and then (a few minutes later) the velocity meter started going down but the RPM was running, when he stop pressing the gas pedal the car shutdown; he told me that’s normal because the tires were not in the floor and there is a sensor in the car that stops the car from continue running; I do not believe him, but do not know if it’s true or not. One day before I took it for oil change and they change a oil sensor that was leaking oil.
