Car will not turn over at all new battery my brother n law said check the key chip did that that's not the problem not the starter any idea please help thank you dee

The batter was check it is fully charged

Also when u turn the key to start it the radio has no power n the windows has no power but if u turn the key backwards it works the radio n windows
